FACTS. - Laurian and Blanca were divorced under a decree providing for visitation and holding child support in abeyance until
further order. Blanca moved to California with their two children and had their third. She received public assistance. Laurian
was unable to locate Blanca or his children. PROCEEDINGS. - Blanca and California sought support under URESA. The trial court awarded support, but held the funds pending
visitation. Blanca could not be located and went off public assistance. California appealed.
